can we configure cas array across the sites in exchange 2010.

You cannot create a CAS array across multiple AD sites. If you have mailbox servers in different AD sites, you could create multiple cas arrays (one per site)

i am designing 03 sites site A, Site B, Site C and i want if site A will get down completely then Site A users will get the connectivity of their emails w.r.t CAs servers from Site B or Site C.

what could be the solution i can provide to client for the same.

You will have an issue when the CAS/HUB server goes down. A MBX server can only talk to a CAS/HUB within it's own AD site. i.e. if you are to lose a CAS/HUB, you will be forced to move the active databases in that site, to another MBX server that has an online HUB/CAS or modify the CAS Array for that site in DNS and point it to the closest CAS server Array
