tried finding the option using chrome://flags/

Both getUserMedia and RTCPeerConnection are implemented and shipping in the desktop version of Chrome for Windows, Linux and Mac. These APIs do not require any flags or command line switches to use as they are now part of Chrome Stable.

Do understand that said previously this is not someting you install
It is already installed as standard in your browser.

You need to connect to a website that you make, and then you can communicate.
