add menu responsive site

Hi

I need to add a fly out menu to the current menu vertical
The links dont need to be formatted but my problem is how do I add this in on a responsive site so on mobile devices you see all possible links as well?  I am not sure what code to add here in css and html

I have Bootstrap v2.3.2 or that it what it says in bootstrap.css
