Access Runtime users - Enabling the Ribbon

I've got a small ACCDB that a small group of people, including myself use.  I am the only one with Access installed; everyone else just has the runtime.  I would like the other users to have more functionality.  Is there any way to enable the ribbon for them, or even the navigation pane?  I want users to be able to:
-Change the paper size in the print preview of a report
-Open any table, query, form, or report without me having to create a button in a menu form

In order to allow accde users to be able to open any object, I created a form that uses a system table as its recordset and lists all forms, queries, reports, and tables in the database in datasheet view; the onclick event of the object-name field opens the object.  A quick and dirty solution for a project-specific database.

As for the ribbon, I didn't look much into how to make custom ribbons. Sounds good in theory.
