Open source software to convert .exe to .msi

Hi ,

I am looking for a open source software that I can use to convert a .exe file to .msi file in order to push this software out via GPO.

Is there another way to accomplish this item ?

I see many many ways, all are free. So is the requirement free or is it really"open source"?
If the exe has unattended install support using switches, you can even use wsus.
