anchor links not working in wordpress

I added anchor links to a beta site in wordpress.  I added them directly to the code, not using a plug-in. They sorta work.  Rather than taking you down to the SUBHEADER of the section you are jumping to you go right to the TEXT . You BYPASS the subheader.  I tested code in dreamweaver and it works fine.  Any ideas on how to fix?
