Cannot connect to MySQL on remote server

I have a virtual server running Ubuntu 14.04 and MySQL. The server is a new build specifically to test this connectivity. I have installed MySQL Workbench 6.1 CE on my Windows 7 64bit Pro desktop. Both the PC and the Ubuntu server are on the same network.
The Ubuntu server is on 192.168.1.15 and my PC is on 192.168.1.100
When I try to connect to MySQL using the Workbench with username "root" and password <mypassword> and then "Test Connection" I get error "Failed to connect to MySQL at 192.168.1.15 with user root"
I have tried running the following on the MySQL server but still it won't connect.
GRANT ALL ON *.* to 'root'@'%' IDENTIFIED BY 'mypassword';    
FLUSH PRIVILEGES;

No firewall is running on the PC or the Ubuntu server

You were exactly right! Editing the file has cured the problem. (it took me a while to test because I'd managed to lock myself out of root access to MySQL so had to sort that first :-/ )
Thanks, I've spent many hours surfing for the solution and never even got close to that one.
