Flash being Disabled - help!

I have a computer that is using the latest version of Flash. It works for a while, about a month, then all of a sudden it stops working and sites that use flash are saying that I don't have flash installed. I check and see that flash is indeed installed, but somewhere on my computer it is disabled.

In internet explorer, I have checked and Flash is enabled. So it is not there.

I have the Windows Firewall disabled and am using Symantec Firewall. I don't see anywhere there where it is disabled.

Can anyone recommend where I can look to find where Firewall is being disabled? any ideas?

I have a Windows 7 operating system.

Did you look at the flash settings in the control panel for Windows 7?

yes. They are there and fine.

One thing I did find out:
When logged in as a Normal User, they don't have Flash enabled. But when logged in as an Administrative User, they DO have Flash enabled. On the same machine!!

What does that mean? Where would such a thing be setup with that?
Do you use any other browsers besides internet explorer? Where is it disabled / enabled when you log on as different user?
No, just IE.

that's the problem. There is no visual indication on the computer in any of the settings that it has been disabled, other than trying to play a flash site, it says flash is not installed or disabled.

Otherwise, it shows in the control panel and it shows as enabled in IE. But it just doesn't work for non-admin users.

If I make the user an admin user, flash works for them. But once they are not an admin user, it no longer works again.

I will have them check group policies. They say they have. But I'll send them to that link.

I don't think having a munged user is the problem. This is a corporate thing and numerous user's machines in different units are having the same problem. So there is something that is happening to turn it off for everyone, and once that user is changed to an admin user, flash works.

There is a post at Symantec that someone says that when flash updates, Symantec is turning it off. And the person recommends they set up an Active Directory Group Policy. But I don't know what that is or how it would be part of the issue.

This would also have to be a setting on the symantec appliance to specifically block
Evidentally it's not Symantec. The IT guy says there is no way it's in Symantec.

Any ideas anyone? thanks!
What did the IT guy say about group policy?
He said he knows how to setup group policy and it's not that.

The IT guy tried both webtracker's suggestions and discgman's. He said none of it helped.

He also said:

>>I’m still thinking this is solely a permissions thing where, if I can find out all of the locations that Flash touches the OS at, and can manually add rights for the standard user to hit those places, that I’ll be good to go.  

Any ideas in that regard?
