How to add local users in Egnyte Enterprise Local Cloud VMware appliance interface?

I have a site running the Egnyte enterprise local cloud using a local VMware appliance for file storage. I inherited it with four working users, that is, four power users in the cloud interface and four matching local user accounts. We had to add a new user recently, so I added the new account in the cloud interface. Best as I can understand, you are then supposed to log into the local appliance (http://ipaddress:8806) using the root account, which I did, add the local user there, then map the cloud account to the local user account. Well, I cannot see anywhere in the local appliance GUI to add a user. See graphic below. I'm guessing I'm not logged in at the right place or with the right login (but it IS the root login) because I can't see where to configure time zone, network settings, etc. But for the life of me I can't tell where to find the add user functionality.
