You could try Ofiice 2007 repair from control panel, then program and Features.
If you wish to reinstall Office 2007, use Microsoft Fix it to uninstall it first; then restart, and reinstall.

the permissions of the outlook exe is not set correctly or compromised.
1 Right-click the program icon for the software program for which you want to set access permissions. You can access the program icon by clicking "Start," then "Programs," or on the desktop or taskbar, if its available there.
2 Click "Properties."
3 Click the "Security" tab. The "Properties" dialog box displays.
4 Select the user for whom you want to set properties, and click "Edit." The "Permissions" dialog box displays.
5 Select "Full Control" in the "Permissions" area at the bottom to automatically grant all permissions or individually select "Allow" for each permission you want to grant. You must be logged on as the administrator to grant these permissions.
6 Click "Apply," then click "OK" to exit each of the open dialog boxes.
