Windows Security

When trying to move or copy files on the Windows Server 2008 Standard my employees receive the  following message:
These files might be harmful to your computer.
Your internet security settings suggest that one or more files may be harmful. Do you want to use it anyways?

How do I disable this message for employees?  (Steps).
Would you recommend for the warning to stay enabled?
Do I have an actual problem with the stored files on the network shares?
