Outlook 2010 cannot send from additional Exchange account

We have setup 2 exchange accounts on outlook 2010 and on one of them it fails to send email with error:

Task 'email@domain.com - Sending' reported error (0x8004010F) 
: 'Outlook data file cannot be accessed.'

It does receive email but not send. If we re-create the pst file/account it works for a couple of days and then it fails again. We setup the account as online/not cached and still same issue.

We run mailbox scan against the affected exchange account and did not find any issue.

We have created a new profile with different name and added the second exchange account as well. We will have to see how it goes it the next few days to see if it fixed it. The second exchange works when sending from another OWA or another machine. Might be something wrong with outlook offline address book, how do I reset it?
As far as I know, you can't reset it on the client without turning off cached mode, deleting the existing OST and then turning cached mode back on so that everything is downloaded fresh.
