Windows azure

I'm trying to understand windows azure setup. I have zero experience. It seems there are two parts software as a service which allows you to build your app on an SQL environment in the cloud and the platform as a service, this is where I can create actual vms. Correct so far? Am I also correct in saying that I get some type of console for paas azure that I choose the OS and setup. I presume I can setup a trial for the paas piece?
