Password Expiration Notification

Environment: Windows Server 2008 R2 AD and Windows 7.  GPO set at domain level to alert password expiration 14 days in advance.  However, almost all users get no alerts, even though local GP on their machines shows this GPO in effect.  Is there something I am missing?  Please advise.  Thanks.

@footech - yeah, it's extremely weird... I've never had any problems with this when we were in 2003 DC's or 2008 R2 DC's, but my users always do.
@andrewcamary - i checked users machines and their local gpo for the password expiration notification is in affect by the default domain policy... and their notification centers are set to show all icons and notifications...

i guess i just have to make a note for the highly mobile users and e-mail them when their passwords are about to expire.  thanks.
