Created & lastlogon domain adid accounts in csv output

Can provide me a command / script that will extract out all domain ids
(when I'm logged into the AD server) with each of their
a) Created Date
b) Description/owner (ie Account Name)
c) LastLogon date
d) Account Status (Enabled, Disabled/Locked, ...)

Output them in csv format.  Thanks

Ideally not in PowerShell as my "PowerShell x86" takes
15 over minutes to get to command prompt.  wmic or
Dsquery or simple commands are preferred
