On my Lenovo computers, if I turn Num Lock OFF and then immediately restart, it should stay off.

There is a post in Microsoft Answers that discusses this if the solution above does not work for you.

http://answers.microsoft.com/en-us/windows/forum/windows_vista-desktop/how-do-you-turn-off-the-num-lock-key/5015026b-fbf4-4dfb-9388-09070148ad2c

Check the key - it should work for most operating systems.

It also depends on what OS and GUI you are using. If for example you are using a Linux Distribution, along with the KDE GUI, you can define whether you want Numlock on or off by default in the "System Settings", under "Input Devices", "Keyboard" of the Hardware section. For other GUI's those settings are set at different locations, or you can also edit config files etc so it is set already for the terminal.
