SharePoint 2013 Site Policy: Site collection is not read only after closure

Hi,

When I close a sub-site using a site policy the site does not go into read-only mode - despite the option to make it read-only is checked in the policy.

I was expecting to get the red banner saying the site is in read only mode - but it does not appear. The only banner I get is the banner saying the site will be deleted at the calculated date.

What could be causing this?

How is this policy applied ? If you are manually trying to make the site as read only then why not try from site collection quotas and locks.
