iPhone Disable Voice Control on IOS 7.1

When my phone is in my pocket voice control turns on.  I would like to disable it since i never use it.  I already disabled Siri but that had no effect on voice control.

My IOS version is 7.1

You don't need to disable siri

Just disable Raise to Speak option under Siri

I would then power off the iphone and power it back on

raise to speak is disabled.  However, if the home button is depressed for a second or two voice control still activates
Please look at this Apple Support forum post on the subject.

Voice control cannot be completely disabled as you wish. You can, however, stop voice control from dialing out.

ok....is it possible to change what the home button will do when it is pressed for a second or two?
Not so far as I know. I checked my own iPhone IOS 7 settings and the articles on the internet that I could find.
Found it I believe

Go to Passlock Settings

Allow Access When Locked Siri is enabled by default turn that off

im in settings --- passcode

Under allow access when locked there are two items listed.  Passbook and Reply with message.  Currently they are both disabled.
Is Passlock ON?


I have a list of 9 Items

All greyed out I have Simple Passcode enabled
