Why is Task Manager not showing all processes?

Under User login, task manager shows 90 processes but shows only 15.Under Administrator login, all the processes show up in the list.
I have other systems virtually identical that show all the processes whether in User or Administrator login.
Under User login, "Show processes from all users" dosen't show anymore processes.
Also, when I go to the "Services", several services show up as running, and should show in "Processes" but do not.
On the problem system, the number of processes (90) is abnormally high (and other systems show 78 processes.
I did a restore point, but it made no difference. (The IT Dept. has a backup which has been moved to a tape archive and is going to take 2-3 days to be put back so I can access it for a system restore.)
The system is isolated from Internet and only could have been corrupted by a user introducing something or some kind of glitch.

As far as I know, only members of the local administrators group can successfully "view processes from all users".  Sounds to me this is working exactly as designed.

I suppose I failed to mention that processes that normally show up in Task Manager are not showing up. I should be seeing the same processes the other systems display. These are a front end for industrial heat presses with the same software on all of them.
Still troubleshooting and going to use Process manager from Systernals next.
