How/where can I obtain a certificate so that end user get encourage and download/install it?

The "App" will be useful to verify against Windows App Certification Kit available in the Windows SDK helps developers test their apps before submitting them to the Windows Store. And the checklist (way scroll below into the link) stated the list to really make sure the Apps is well and user will be trusting it as it is accepted. e.g. Digitally sign files and drivers (and many more)

More about using the Windows App Certification Kit as below
http://msdn.microsoft.com/en-us/library/windows/apps/hh694081.aspx

If you are developing a Windows Phone 8.1 app:
-You must install and run Windows 8.1.
-You must install Windows App Certification Kit version 3.3, which is included in the Windows SDK for Windows 8.1.
-You must also install the Windows Phone 8.1 SDK for developing phone apps.

Other pre-requisites:
-You must have a valid developer license for your computer. See Get a developer license to learn how.
-You must deploy the Windows Store app that you want to test to your computer.

Note the message does not state that the file is dangerous.  It is really only warning you that the file is infrequently downloaded.  It is easy to scan the file with antimalware after downloading before you open it.  You also can Google the reputation of the file.

Thanks for your hint but I remember in past we used to get a security license for the apps (so that can be used for end users) so when somebody would install it, it would show that it is a safe file and has valid company  behind it.

Any idea?

@breadtan,

Thank you so much for you comment. Yes, I guess that is what I need to consider.

@Breadtan,

How about Windows 7, will this work too or that targets only Windows 8 and 8.1?
