Windows WDS capture image problem

I'm trying to Setup WDS on our network. I am basically following these steps

I created a capture image and have generalized a PC and trying to capture its image. However when I network boot the computer and select the capture Image I get an error.

Windows failed to Start
File \Windows\System32\boot\winload.exe
Status 0xc00000f

Info The application or operating system couldn't be loaded because a required file is missing or contains errors

I have tried recreating the capture image
