If it can be changed, I would expect to find it in the BIOS setup.  When you first boot the computer (before any Windows information), there may be a prompt to hit F2 or F10 for setup.  Hit the appropriate key and look around in there for the setting.

I looked at Dell's online manuals for this computer, but did not find any info on this.

Ok, I'll check it out. I can't imagine a new Dell would only be limited to 64mb of ram right?

I am surprised. Intel's docs at: http://ark.intel.com/products/77480/Intel-Core-i3-4130-Processor-3M-Cache-3_40-GHz indicate that the CPU will support up to 1.7G of RAM.  Do you have the latest BIOS on the Dell?

A desktop computer is a personal computer designed for use at a single location due to its size and power requirements, usually by one person. The most common configuration has a case that houses the power supply, motherboard, disk storage (usually one or more hard disk drives and optical disc drives); a keyboard and mouse for input; and computer monitor and printer for output. The case may be oriented horizontally and placed atop a desk or vertically and placed underneath or beside a desk.
