I dont have XP computer. I have done this many times on Win98,2000 and XP, but never on Win7 or 8.
I am looking for solution without XP if that is possible.

You need the OE file structure from XP.
C:\Documents and Settings\Username\Local Settings\Application Data\Identities\{9F13359A- 09EC-4222- BF14-5AB8E 4B901A1}\M icrosoft\O utlook Express
If you do not have the folder and have just the files, the I do not think you can do it. Certainly you cannot do it the way Microsoft lays out.

I did some looking and all comes back to the same article as I listed above and you need the complete folder structure. You may not be able to get the mail.
As Mr. John described; there is no manual way for your case. You can go with third party solutions available in market for dbx to pst conversion. As a result; you will be convert your Outlook Express (DBX) files into Outlook (PST) format and later you can import/open the converted PST file in your Outlook 2007. There are so many tools available in market which don't need Outlook Express or Windows XP OS for this conversion. Please have a look.

I have this folder:c:\Documents and Settings\Erlingur\Local Settings\Application Data\Identities\{2B5E829D- 4EEB-4B03- 808A-8668A 93B6D90}\M icrosoft\O utlook Express
I am going to check third party solutions or I will set up XP machine.

The best solution is to set up an XP Machine (even a virtual machine as I have).
But if you have that whole folder, then you should be able to use part 2 of the article above (OE and Outlook on different computers).

Try a couple of things:
1. If you can, put Outlook on the XP computer and import them there.
2. Put the data files in a folder called Identities and locate that folder in the same folder as the Outlook PST file. Close Outlook and open it again. See if it finds the OE mail. You need the whole folder the OE was stored in on the XP computer, so I am not sure if this will work.
Here is a Microsoft Support Article when OE and Outlook are on different computers.
