Internet Explorer Not Working

I have a 32 bit Vista laptop running Internet Explorer version 9 & it will not get online using IE. I have uninstalled it & reinstalled it, reset IE back to ALL defaults, it is not set to work offline, there are no proxy settings....but ht ewierd thing is, I can PING google & other sites & it will even download Windows updates...any suggestions? I know installed another browser will fix it but I need to use IE.

Try a TCP/P Reset as that might help.

Open cmd.exe with Run as Administrator
Then  netsh int ip reset c:\resetlog.txt
Then restart the computer and test.

Look in C:\windows\system32\drivers\etc\hosts   and make sure the host file has no entries. There could be a redirect in the hosts file.

If the above comment doesnt help I would also recommend scanning for malware with malwarebyte chameleon (install malwarebyte on a clean computer and then copy chameleon folder from malwarebytes install directory to the infected pc and run iexplore.exe in the chameleon folder) after that try running sfc command (checks for windows file integrity) since it can be a registry thing. run cmd (run it as admin) and just enter sfc /scannow

also, do you have all the updates for vista (sp2 ?)

hmm...I've tried both suggestions & it still is not working. This PC is virus & spyware free & it has ALL updates installed & all updated drivers as well

Well, believe it or not, I uninstalled the Norton AV software & it is working great now....
