How can the Lync 2013 Administrator determine the Option settings for users?

As the Lync 2013 Administrator, I believe there is a way to find out the Options settings for a particular user. For example, under Status, "Show me as Inactive when my computer has been idle for this many minutes..." - 5

How can one query for this information?

The Get-CsActiveuserReport is not available in my Lync 2013 version of PS. I'll try the other link.

BTW-would you happen to know how associate a user with a particular Front End Server? I have a Pool of 3 FE's and those associated with FE 3 seem to be having issues. (of course, I can remove FE 3 from the Pool but I rather not)
