how to change the minFreeMemoryPercentageToActivateService attribute

I keep getting this error and my remote gateway shuts down. I know i need to change the minFreeMemoryPercentageToActivateService attribute to 0 but i cant figure out where.

   Memory gates checking failed because the free memory (757772288 bytes) is less than 5% of total memory. As a result, the service will not be available for incoming requests. To resolve this, either reduce the load on the machine or adjust the value of minFreeMemoryPercentageToActivateService on the serviceHostingEnvironment config element. at System.ServiceModel.Activation.ServiceMemoryGates.Check(Int32 minFreeMemoryPercentage) at System.ServiceModel.ServiceHostingEnvironment.HostingManager.EnsureServiceAvailable(String normalizedVirtualPath)

    in your web.config, in your configuration\system.serviceModel\serviceHostingEnvironment element, add a minFreeMemoryPercentageToActivateService attribute, and set it to a velue less than 5 i.e. 0
        <serviceHostingEnvironment ... minFreeMemoryPercentageToActivateService="0" />

    Caution via MSDN: "Specifying this attribute along with partial trust in the web.config file of a WCF service will result in a Security Exception when the service is run."
