We are having an issue with a new exchange 2013 install, we are trying to mount the mailbox DB and we are getting this error:

Failed to mount database "Mailbox Database 2103294586". Error: An Active Manager operation failed. Error: The database action failed. Error: Operation failed with message: MapiExceptionNoAccess: Unable to mount database. Try running this command and check whether database is in clean shutdown state
