Windwos 7 boot to a cursor

The title is not quite accurate. Whenthe computer is shutdown and turned on, it completes the POST and stops at a flashing cursor. At that point I can press the power button (not press and hold) and the computer will power off.

If I press F8 I will get the appropriate menu and I can boot to Last Know Good Configuration. I can then reboot adn everything appears normal.

Until I shut down the computer. Then I get the same  flashing cursor.

Nothing shows in the event logs.
Hardware diag show nothing wrong.
SFC /Scannow showed nothing.

User can usee the computer without issue until it is shut down.

It could be an issue with a graphics driver.  Check to make sure that Windows update is not trying to update it for you.  Check to make sure that the user isn't putting the PC in sleep mode when 'turning it off'.

This happens before anything loads and if I load last known good it will reboot fine. It only happens if the computer is shutdown completely and attempted to start normally.

I would start with checking to see what updates are pending.  Are there any?

When you press the power off button, then turn it on again do you have the same issue? Do you always have to press F8 to get further? Does a ctrl + alt + del reboot the PC when at the blinking cursor?

BTW just found a hidden External hard drive connected to the machine. Removed that from the boot order and voila!

Thanks to rindi and David Atkins for the assist. 100 points each for the quick response. The fix was find the hidden (behind all the stuff on the desk) external hard drive.
