It looks like its an issue in DFS.

I am guessing you have read this http://social.technet.microsoft.com/Forums/windowsserver/en-US/d28d97a2-9156-469b-b8d8-e73ed39d8a30/dfs-file-locking?forum=winserverfiles and the article it points to about "Understanding DFS locking"

Peerlock is the only software I know of that handles distributed file locking for DFS replicated shares. It should notify the second and all subsequent users that their files will not be saved.

As for saving the last copy written, that is easy because DFS replication does that by design... So I don't understand that part of the question.

I haven't used Peerlock before. What I always do is make sure in situations where people from two different locations might open and write to the same file that there is only one active DFS Namespace target hosting the share.  This eliminates the file locking problems, though it also means that many users need to go over the WAN.
