Can you please post the exact error message?
If you hit the Windows key + R, and type Services.msc, look for your Task Scheduler service. Is it running, and is it set to Automatic/Manual/Automatic(Delayed)? Also, while you're in there, check for the Disk Defragmenter service and ensure that it isn't disabled.

@Tyler Verkade Task scheduler service is set to automatic but I couldnt find the service Disk Defragmenter
Are you running Disk Defrag as an administrator? Also, do you have admin privileges?
Problem is: Your User needs permission on the C:\WINDOWS\Tasks folder.

Resolution:
Grant your User full control permission to the C:\WINDOWS\Tasks folder.
