If you hit the Windows key + R, and type Services.msc, look for your Task Scheduler service. Is it running, and is it set to Automatic/Manual/Automatic(Delayed)? Also, while you're in there, check for the Disk Defragmenter service and ensure that it isn't disabled.

Are you running Disk Defrag as an administrator? Also, do you have admin privileges?

Problem is: Your User needs permission on the C:\WINDOWS\Tasks folder.

Resolution:
Grant your User full control permission to the C:\WINDOWS\Tasks folder.

Many modern PC's with Windows 8.x use SSD's. SSD's should NEVER be defragged, and windows 8.x should disable defragmentation automatically if it detects an SSD. If you defrag an SSD you just reduce it's life-span.
