Group Policy to set the default language in office 2013

I am about the pull my hair out on this one. I am trying to set a gpo that will set the default language to English (Australia). No matter what I do it always reverts to English (US). On the windows 7 clients keyboard is set to English (Australia) Keyboard US. On the client doing a Get-Culture in powershell shows the following;

3081  en-AU  English (Australia). System locale is set to English Australia.

No matter what I change it will default in word to English (US).

How can I force the default language in word 2013 to English (Australia) via GPO's?
