I have a firewall on a network that is responding with a 5ms ping, other hosts are responding with a 1/2ms ping. If the firewall was busy would this cause the higher ping speed?

Depending on the type/hardware/software, it is indeed a possibility that high load causes higher pings. Of course, if this 5ms was the worst ever encountered, I wouldn't worry too much.
