Getting Event ID 490 error ESENT, How do I correct?

Here is the general description of the error message:

sqlservr (2320) An attempt to open the file "C:\Windows\system32\LogFiles\Sum\Api.chk" for read / write access failed with system error 5 (0x00000005): "Access is denied. ".  The open file operation will fail with error -1032 (0xfffffbf8).

I see it in the logs serveral times. The server was off-line this morning and after reboot I started seeing these errors. Any ideas

running full SQL or SQL lite?

If full SQL check logs, if lite check the account running the instance. If it's not started try starting it's likely it will fail with permission errors.
