RESTful Terminology question

I know what REST is, but I need to know how it is referred to

Is it a RESTul application

Is it RESTful web services (or are web services regarded as primarily SOAP)

Is it other

the first two links are just a brief intro on the subject, covering the basics, the second link is a more in-depth look at the theory behind REST.

Here's an example of a RESTful web service, which is valid terminology:

For me personally, I haven't seen references to RESTful applications, doing a quick google search did yield a few relevant hits, but I'm not 100% sure on that one.
