Office 2013, Word, Excel, Error message: "There was a problem sending the command to the program"

I am using MS Office 2013, Word, Excel, etc.. An error appears when I try to open a file by clicking on it or by using a desktop icon to open the program.  

Error message: "There was a problem sending the command to the program"

Any idea on how to fix this problem.
