Outstanding enquiries

I run a reports that shows the enquiries received. The enquiries are then turned into quotations. Some enquiries have quotations attached others don't so to overcome this (because I need to know the status of the quotations) I have this sql expression ISNULL("QuoteStatus"."Status",''). This ensures that enquiries which don't have quotations attached still appear on the report as outstanding
However it falls down when another customer is added to an existing enquiry where a quotation has been sent. In this instance the enquiry doesn't appear on the outstanding. The enquiry has already been booked in. A quotation has been generated so that quotation isn't outstanding. However another customer asks for a quotation and this is added to the enquiry but no quotation is made. This doesn't appear as an outstanding quotation. enquiries with just one customer and no quote do appear thanks to the sql expression above, However when an enquiry has two customers one with a quotation complete and one without a quotation it doesn't appear as an outstanding quotation
I enclose a copy of the report

I wear a lot of hats...

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

I believe the problem is that there is a quote for that project therefore a second customer gets linked to that quote.  The Customer ID field is in the Quotations table.

Try this

Link the quotation on the Customer ID in addition to the project ID.
