urgent! http://localhost:8008/ gives 403 forbidden IBM HTTP server

I just installed IBM HTTP server 7 under my Windows. And right after the installation the admin interface which is localhost:8008 gives 403 forbidden error. What to do?

    Place index.html with your preferred page in:
    DocumentRoot "C:/Program Files (x86)/IBM/HTTPServer/htdocs"
    Admin interface is not in site root btw.
