Accented characters appear as ˋˋˋe instead of è

My client can no longer use the accented characters on her keyboard.  They appear as ˋˋˋe instead of è, this is the same for all types of accented characters, such as ˋˋˋa instead of à.
I have removed the French Canada keyboard and replaced with the French Multilingual, which worked, but the user does not know where the keys are located on the keyboard, so I need to put back the French Canada keyboard to work normally.
Also, I have tried to use the ascii code for the à which appears to be ALT+224 but I get the character from ALT+229 (å)
Any ideas on how to repair this issue?

If you use the Character Map (charmap.exe) that comes with Windows Alt+0224 should give you à.  It does for me.

The problem is that we wish for the actual keyboard keys to give us the usual accented characters as mapped in the French Canada keyboard layout.
For example, the on the keyboard, the key marked with the question mark next to Shift should give é and the key marked with the apostrophe next to enter should give the è (the accent is separate from the letter)
I am running various spyware and virus scans as I have read that this may be caused by a virus.  I will post the results when I have them

I ran 4 different scans and now instead of three accents and a characters, I have two (ˋˋe)
Any suggestions would be greatly appreciated
