failed to self register VB ScriptDLL

When trying to run Office 2013 on one windows 7 64 bit machine, I get the following error.

Failed to register a VB Script DLL. Reinstall or run Regsvr32.exe Vbscript.dll to self register.

I have run the script, I get a message saying it registered, but when I try to open Outlook, I get the same message. What can I try. I have tried installing 4 different time.

I assume you are installing it by elevating to "Run as Administrator" so that it is not a permissions issue?
