Need DFS help

I have a Windows 2003 server that has DFS (Server 1) setup on it and another Windows Server 2003 (server 2) that has our file shares on it. DFS is directed to that server 2.
Now I have setup a new Windows Server 2012 that will replace server 2, I have moved most of the folders over to the new server and change the DFS server (1) to point to the new Windows 2012 server. I cannot get the new server to see half of the folders and the users cannot see any updates but I can see them on the old server even thou the users are directed to the new server. The same folder /shared rights are setup on the new server as the old server; it’s like a mirror image.
On all the other Windows 2003 Servers and user computers when you right click the folder and go to property you can see the DFS option on all the folders but not on the Windows 2012 server.  
I have tried to keep each server path in the DFS, and try deleting the old server path, sometimes it works and sometimes it does not.
Is there something I am missing to make this move go smoother?

DFS on Windows 2012 can not replicate itself with Windows 2003 (I have tested DFS on Windows 2003 and can not work with Windows 2008):

I also look into your comment and realized it does not work with Windoes 2008 like I want it too. Thank you!!!!
