Short answer - Quicktime (Pro)

Longer answer ...

.MOV files aren't a video format they are "container" files that link a video and audio stream - these can be in any supported format in the container but in order to join the files without re-encoding both the video and audio streams in the files need to be identical formats (including bitrates).

Quicktime will merge them but will also re-encode if necessary so doesn't strictly meet your requirement as QT assumes you want them merged into a combined . MOV and "just gets on with it" provided you already have the supported codecs installed.

Other programs will merge .MOVs but if you want to avoid re-encoding you need to check as above.  Also AFAIK the other popular joiners won't output the merged .MOVs as a .MOV file so you would need to re-encode their output if you want .MOV as the end result.

Just wanted to make the point that you can't take two .MOV files and automatically assume they can be "spliced" together because they have the same .MOV file identifier.
