How do I make a Duplicate WordPress Site one in English and one in Spanish?

I am making a WordPress site for my client. I am going to need to duplicate the pages I have made in English and make them Spanish. How would I do it so It works like this site? all you have to do is click on the link in the header and you go to  http://www.santamariadental.com/esp/

How can I make two menus that hold each set of pages in Wordpress??

Use the WPML plugin:

http://wpml.org/

It will automatically create duplicate content areas for your posts and pages and also has the ability to replace menus and widgets.  You can use manual or machine-based translations.

You get what you pay for with plugins.  There are free options available but none of them are as well-designed or supported as WPML

If you are only going to run a single site, try:

http://wordpress.org/plugins/xili-language/
http://wordpress.org/plugins/polylang/
http://wordpress.org/plugins/bogo/

If you want to run WordPress in Network Mode and create a separate sub-site for each language:

http://wordpress.org/plugins/multilingual-press/
http://wordpress.org/plugins/zanto/
http://wordpress.org/plugins/multisite-language-switcher/

Or you can run with nothing but machine-based translation:

http://transposh.org/

If free is a requirement, please put it in the original question next time.

Sorry...I will try to remember to be more careful how I ask my questions.

I have chosen to run my WordPress site in a Network mode...I found the instructions on http://codex.wordpress.org/Create_A_Network
 
and found this video

I followed the instructions to the tea. But I cant see my new site that I added...any Idea why?

Sub Site)    http://cencalwebdesign.com/wptest/eps/wp-admin/

this is the error I get...
