W2k8 R2 Server shutting down immediately after startup

Recently installed some Windows Updates on one of our W2K8 servers.
Now the server is stuck looping... it starts up gets to the CTRL+ALT+DEL screen and then starts shutting down.

Is anyone aware of an update that causes this or knows what is causing this?

The first message we see on the logon screen is "STOPPING WINDOWS UPDATE SERVICES" then the remaining services stop and eventually the server shuts down... it restarts itself loads up and the process repeats.

Can you start the server in Safe Mode?  And then if so, restore to a point prior to the updates.

I can boot into Safe Mode without it restarting, I failed to mention... the server is a DC so I'm not keen on doing a system restore.
Restore to a prior point just removes recent updates. It is not a "system restore" in the way I think of system restore.
