how prevent user surf to certain web pages in a public computer?

Hello I need that users don't surt to Facebook...  The computer are Windows 7.

I don't want to install an external firewall.

Take a look at this, that is similar to your issue, follow its instruction
using hosts file.

1. Run Notepad with administrator privileges (in start menu type notepad and then while holding together CTRL and Shift buttons, press Enter). Click Yes.
2. In Notepad open file %windir%\System32\drivers\etc\hosts. %windir% is where your Windows is installed, usually C:\Windows
3. Add the following lines:
127.0.0.1 facebook.com
127.0.0.1 www.facebook.com
127.0.0.1 m.facebook.com
4. Save the file and close the notepad.
