Office 2013 KMS host activation count is not increasing

I have a Windows Server 2008 R2 KMS host (for Windows 7 and Office 2013).  I have about 60 Windows 7 desktops that utilize the KMS host for OS and Office 2013 activation.  OS activation is fine, but I am having an issue with the Office 2013 activation.  All these desktops are clones from a parent image, so I thought I might be having an issue with duplicate CMIDs, however, I just ran slmgr.vbs /dli on 6 different desktops (including the parent image) and ALL are showing unique IDs.  If I run cscript slmgr.vbs /dlv 2E28138A-847F-42BC-9752-61B03FFF33CD on the KMS host, I see the following:
