I have an iPhone 5s which I purchased from eBAY which is iCloud locked
I have tried contacting the previous owner with no response
I have searched all over the internet with no solutions

Only the previous owner can turn off iCloud lock. It is a feature added by apple to make the iphone les usable in the case of theft. An alternative is to take it to apple with proof of ownership and they will un lock it for you.
