check if "Control Panel\All Control Panel Items > Mail > " open the mail-setup Outlook" dialog.
which dialog ask you for the file size?
with OL2013 there is a problem with "unlimited" File size settings. possible there is a similar problem with OL2007
check this threat: http://answers.microsoft.com/en-us/office/forum/officeversion_other-outlook/right-click-send-to-mail-recipient-does-not-open-e/cb2f6abb-2337-4889-925c-1272c246e950?page=1

after installing Office OL is not your default mail-client?
do you uninstall some mail-client?
do you do these steps to set OL as default mailclient:
-Type "default programs" in the Start Search box.
-Click Default Programs under Programs in the search results.
-Click Set your default programs.
-Highlight Microsoft Office Outlook or Microsoft Outlook on the left.
-Click Set this program as default.
-Click OK

Thanks will update this ticket when back in the office tomorrow. Did create own send to but functionality of resizing and multiple sending is lost.

I cannot find this that you are referring to open the mail setup Outlook.  Do not see anything referring to a file size.

check if "Control Panel\All Control Panel Items > Mail > " open the mail-setup Outlook" dialog.
which dialog ask you for the file size?

I read the article, but do not know what reg key it wants to change the dword value of.

there are some articles for Office 2010 describing your problem if using the "Click to run" installation method.
Possible the problem with Office 2007 exists also.
Do you install office from MSI or from web-download (named "click to run")
for Office 2010 there is a solution:"http://answers.microsoft.com/en-us/office/forum/officeversion_other-outlook/error-message-files-cant-be-emailed-because-theres/e48928d8-5af6-4f87-8377-83e2c6ad62ba"

the other option is to create your own send-to link ... here the way from MS:

Fix was running the fixmapi.exe under System32 folder.  Worked like a charm.
