Vb.Net - User Error When Downloading/Installing Published Project

Good Day Experts!

I have an issue not yet experienced before.  When I make changes to my Vb.Net 2005 project I build it then Publish it.
I then go to the User's computer and install it for the first time from where is was Published to on a Server.  Once installed, each time the User clickes on the exe if a new one is available then it installs it.

This process has been fine for almost 2 years.  Only one, when clicking on the exe gets this message:

"Unable to install or run the application. The application reaqires that assembly office version 12.0.0.0 be installed in the Global Assembly cache(GAC) first."

I have searched the net and did not find a solution to the problem.  Attached is the Error Detail log.

Office version 12 is Office 2007. It sounds to me like you have Office 2007 installed on the development computer, but it's not installed on the user's computer. Depending on how you set up your application, a user moving to a later version of Office could cause this error; by default, you have to use the same version of Office both for development and for live use.

Ok, after rebuilding and republishing I do not get the above initial errorbox.  

Now I get one that says "Cannot download appliction.  Application is missing required files"

When I hit details button it indicates downloading the ...exe.manifest did not succeed.

What is really odd is that this install works on every other User computer.  So I suspect it is machine specific but am unsure where to go from here.

Do you have any ideas?

Poking around online, one possible cause is using a browser other than IE: http://www.vbforums.com/showthread.php?491965-RESOLVED-2005-Publish-Application-problem

That's something that could easily be different on different computers.

One thing I had been wondering about was when I enter the URL in IE Google Chrome always pops up and tries to install it from there.

Hours were spent with no solutiuon...ended up just going to the server and executing the manifest.exe from there.
