How to make Public Calendar the default calendar in Outlook 2010

I have a client who's running windows 7 Pro with Outlook 2010 on SBS2008

They would like the ability to open Outlook and have the public calendar be the default calendar.
I already know that we cannot replace the Outlook calendar. We just want to find a way to default to the public folder calendar.

Is this possible?
And if so how would I do this?

You can't. Simple as that.
Outlook is a PIM, and therefore the default calendar can only be the Calendar folder in the mailbox. You cannot make the default anything else.

Afraid that is the case. Blame your country's lawyers for that.
