We use Adolsign - Active Directory based Outlook Signatures. I love it, Fairly simple. I know you can do signatures in exchange, but I don't like how it works. Not flexable enough for us.

https://www.itefix.net/adolsign
Cost about $150 for 250 users.

Hi Sumod,

I am bit confuse about your query as you want to create signature in Outlook or Exchange. Both are differ things, so if you are talking about simply creating signature in MS-Outlook 2010, then follow the given path:

File >> Options >> Mail >> Signatures

and start customizing your own signature.

But, if you are looking to create signature via an Exchange  then you need to take help of the Exchange Transport Rule.

Thanks
